First step, go to 'Users' menu in Settings/Users & Companies/ Users

Second step, filters by 'Inactive Users' and then choose 'Default User Template'

Third Step, set the user role/group that you want.
Below this is the 'Default User Template'.

For example, we set 'Sales', 'Inventory' as 'Administrator'

Set empty role in 'Sales' and 'Inventory' categorys

Set 'Administrator' in 'Sales' and 'Inventory' categorys
